General Civil Aviation Authority (GCAA)

Archer says the GCAA was established in 1996 as the UAE's civil aviation regulator. In May 2026 the GCAA moved Archer's Midnight into a restricted type certificate program. Entering that program is not the same as holding an issued type certificate.

Archer's May 7, 2026 release, and a WAM report the next day, say the GCAA transitioned Midnight into a restricted type certificate program as a path toward limited commercial operations in the UAE. Archer says it is the first eVTOL manufacturer to enter that GCAA track. The releases do not say a restricted type certificate has been issued.

Archer says this phase includes initiating a GCAA design organisation approval and a production organisation approval. The wording is "initiating." The releases do not say those approvals have been granted. A design or production approval would not be a type certificate even if it were granted.

Archer says Midnight is planned to enter service in Abu Dhabi with Abu Dhabi Aviation. No date is given. That is a target without a date.

Archer's about-the-GCAA note says the authority was established in 1996 as the national regulator for civil aviation in the UAE.

Skyports said on April 16, 2026 that the Dubai International Airport vertiport can also handle helicopters under a hybrid framework developed with the GCAA. That is an infrastructure note, not an aircraft type certificate.
