JCAB Circular No. 1-031, dated March 22, 2024, sets special conditions for type-certification examinations of certain electric VTOL aircraft. The circular is a certification policy. It is not a type certificate for any vehicle on this site.

JCAB Circular No. 1-031, "Policy of special conditions application for electric vertical take-off and landing aircraft," is marked as a first issue on March 22, 2024, reference KOKU-KU-KI-711, from the Airworthiness Division of the Japan Civil Aviation Bureau.

The circular says it applies when setting special conditions for electric VTOL aircraft that are vertical-take-off-and-landing aeroplanes or multirotors, with maximum take-off weight of 3,175 kg (7,000 lb) or less, nine or fewer passenger seats, and no cabin pressurisation. It says the standards start from Airworthiness Inspection Manual Part II, and that special conditions are added because vertical take-off and landing, electrification, and designs with no pilot on board are not covered by the current manual.

It says not every listed special condition has to be applied, that some may be changed, and that new ones may be added during a particular type-certification examination. No tracked vehicle on this site has a JCAB type certificate recorded here. A Japanese press release about an application being accepted was not used, because this pass did not rely on it.
